My weather won't show on the watch

All day today I can't get the weather reading. Why does this happen?

Figured it out but don't understand. I just figured out If I put the default weather app to never show location, the weather shows up on the watch. Anything else and it doesn't. Wtf is going on?

Is yours working any better? I am having major problems with mine.
Here is what I posted:
“is anyone else having problems with the Apple weather complication after 4.0.1 update? My location on Watch won’t update to new locations when I move locations. Also, if I go to Apple Watchface set up page, it won’t let me change location displayed to another city. It stays the same. iPhone weather app is up to date! If I Force Apple Watch to use cellular mode it works.”

I have tried everything including unpair / repair. Anyone else having this problem? Trying to determine if this is a known bug.

I still running os3. Im worried about updating
due to akk the issues still in the software. I just updated my phone. Having a few issues including the weather as posted above and other weird stuff I can't remember off the top of my head.
