So my wife just bought a 13" UMBP. I told her just to get the stock smaller drive as I have an extra 320 GB one lying around.

My question though is can I install snow leopard and all of the software she needs on the drive now as an external and just plop it in when the laptop gets here?

While the versions are universal among the macbook pros for the os, I'd recommend doing the install directly from the 13 so all the correct kexts etc are loaded the first time. can just do a Carbon Copy Clone of the original drive, and all would be well.
 
You can install to an External, if you have used Disk Utility, formatted with the GUID Partition Table.

But as said, the install wouldnt be optimised for the 13" uMBP
