I noticed a folder ~/Library/Metadata/com.apple.IntelligentSuggestions that's full of VCard .vcf files. Some of the files contain legitimate email addresses but many are spam addresses. See the attached screenshot from "Costco Winner".

Does anyone know what these files are for, how they get created, and whether I can just delete them manually?

I'm afraid I don't, but I just stumbled upon them as well. You wouldn't happen to be troubleshooting an strange situation where your system crashed on June 8 and boots now into recovery mode, and you used target mode to examine the boot volume and found that a bunch of these cards were being written just before the crash would you? Because that's how I got here. Somehow I think these vcards pooched my system and now it won't boot.
