name of this shape/pattern

How would you define this shape?

Would it be defined differently between the prepress world and the graphic design world? Or is it the same name across the board?

EDIT: Is this called "burst"? as in sunburst?

But I think in the prepress world this is commonly known as a certificate seal/sticker shape?

I'd just call it a 'seal' or 'certificate seal'. Not all have the serrated edges, some are smooth and round... I would not know what else to call it.
