I think it was an 80's comedy. Something about nuclear missiles or maybe the "star wars" anti-missile program. I seem to remember a scene where someone is taken to the secret underground military complex, where the surface building is disguised as an abandoned diner. They work the soda fountain machine to reveal the elevator. The elevator falls comically fast and absurdly deep into the earth, to get to the operations center.

I think there was a scene where the top side buildings transformed into something like (maybe) solar reflectors in order to (maybe) shoot missiles or satellites down. My memory about this is very hazy.

Dangit, I own "Spies Like Us" and that's not it, so maybe I'm mixing up movie scenes. Thanks everyone for responding though.
 
Now we're watching Spies Like Us tonight with supper lol... Husband sorta remembers another underground base movie if thats what you are keying on but he hasnt thought of it yet. Only other one i can remember is Wavelength but thats aliens not nukes.

The elevator scene that \-V-/ posted is definitely the scene I was thinking of. So that memory is from Spies Like Us and my brain must have mixed it in with the other scene I remembered about the fake buildings or structures transforming into reflectors for some kind of beam weapon.
