Navigate with keyboard in Settings App?

Is it possible to navigate with a keyboard (no mouse connected) from the left hand pane to the right side? To change settings on the right hand side?

I tried all keyboard combinations, but it seems its impossible to reach the right side of the settings window.

But it's not possible to activate "Full Keybord Access" without a mouse. Confusing.

Command Option F5 or triple-pressing Touch ID brings up the Accessibility Shortcuts window here, in which the Tab key moves through each option & Space selects / de-selects; then Return closes the window
