Navigating Excel for Mac 2011 with Keyboard

Hi.

I have a peculiar issue with Excel for Mac 2011. When I use the arrow keys to navigate across cells in a spreadsheet, the whole sheet moves (scroll bars with it). However I am expecting (from previous Excel for Mac and PC) to move cells.

I read that previous versions had a "SCRL" lock feature noted in bottom bar, this is not visible however in Excel 2011.
