Navigating Lists/Drop Down Menues with the keyboard

I bet this is something rather trivial, but I am wondering how to enable the widgets on webpages that most call drop down boxes or lists so that I can hit a key and it jumps to that letter. This is a default on a PC and this is the one area my productivity lacks on the mac. I love to tab through forums on the web, just hitting p for my state, because only Pennsylvania starts with a P, unless non-US mainland territories have been added. I have Panther and full keyboard access is enabled. I know that this is possible because I played with a G5 the other day that could do this.
