navigation bar

Hello folks,
to create a navigation bar that looks like that (I mean that kind of effect), is Flash the option? or through javascript it is possible to create the same effect.

If Flash is the way do you know some tool that creates navigation bars starting from templates? I would like to avoid learning Flash just to create a navigation bar.
