My dad still has an iPhone 4 with iOS 6. And he was trying to navigate and as you can see the blue dot was correct but soon as we started navigation, it started in lower Manhattan. I rebooted, deleted, reinstalled and nothing. He won't let me get iOS 7 fearing battery concerns.

I think he had the same problem using Apple Maps but not sure. Any advice, besides upgrading to iOS 7, or reinstalling the entire OS would be appreciated, because I am totally lost (no pun intended)
 
I don't know if this is relevant to the issue or not, but I noticed a similar thing on my desktop computer where it defaults to lower manhattan first before telling it my location.
