NE1 have USI Wireless (Mpls Pub WiFi)?

I've had Minneapolis' new public WiFi (USI Wirless) for a couple months now and I have had so many problems with it. I'm just wondering if anyone here has any experience with it. Service constanstly drops, and speeds have NEVER been the 3Mbps that I pay for. I would like some tips or tricks with aiming the 'modem', yelling at USI Wireless, etc...

I don't have the service but have read a few articles about people having those exact issues. Here's one from WCCO from December 1.
