need a good video grabber

i would prefer one that's free but if there's paid-for program that's not that expensive i'd consider it too.
I want something that grabs the video that's already playing, could be from any website, not necessarily youtube.

will it work if i have the page loaded already(can't refresh) because otherwise i will loser what i've got. It was a live stream but somehow i am able to skip back and forth.
i need help with this, anyone?
