Need a little help with login items

I manage thousands of Macs, and I am trying to find a way to add an app or script to the login items for all users. This is something that I will build into my image. I use active directory, so it will need to work with new users. I know how to add to existing users on the machines already via login items and launch agents, but I cannot find a way to have something launch my script or app at login when an active directory user logs into a machine for the first time. Any help would be very helpful! Thanks guys!
