I'm currently chasing the name of a PC game that came out around the 1985 - 1995 mark. It was designed around the concept of flying through space seeding planets with life and moving onto do the same to others.
During the play of it you encounter your evil twin so to speak and have a bit of a shootout. You also need to fly past stars to refuel your space ship for the constant travels you do. 1 thing i remember is introducing glass to a race of bugs and fire to lizards i created and they subsequently wiped themselves out with all out warfare.
I gave up after a long list of failed planets, i'm a BAD god and shouldn't have let neanderthals in loincloths play with a zippo lighter X.x
