Need a pro who understands functions in the "numbers" app!!!

I am so fed up with trying, I finally bought the numbers app and started making a budget with the app. Long story short my problem is I can't use the "if" function correctly to get the results I want for my budget, I need someone who is a real pro at using numbers and understanding the functions tab to help me get the budget right. Please and thanks for the help.
