Hi! I need a tripod for filming video. i want something that is smooth while moving the camera angle.

if you have a nice tripod, please show me. i also want to refer that i want the most economic tripod. max of 70-100$
 
For smooth panning with video, a fluid head is what you want. Your budget doesn't allow for that.

The old saying with tripods is you can pick any two of:
a) solid
b) light
c) cheap

Unfortunately, with that budget, you will likely have cheap and light, but not solid (and not a good fluid head, so panning won't be the smoothest).

It is for photo tripods, but some have pan tilt heads and it is a pretty good review.

The cheapest decent fluid heads on B&H are more than your entire budget (and you would need to add legs). They do have cheaper tripods with fluid heads that fit in your budget, but you will be quickly looking to upgrade if you use it often.
