Need advice on 24" iMac 10.5.8 Intel core 2 Duo

I just bought a used iMac 24" 2.16 Intel Core 2 Duo. It's running okay so far but I've run into the freezing problem. I've also seen when I open up a few applications a line going through the screen. Once I close the application, it goes away. I'm guessing a bad video card? Maybe the fan needs to also be cleaned out? Upgrade to 3 gigs of ram? Not sure what should be done since it's out of warranty. Any suggestions?
