So i have a 4S, since two years, with 16GB and i always had about 4GB of free space.
Now i can't decide if the upgrade to 32GB is worth it...i usually keep my phone "clean", i sync and delete my photos with iphoto, i mostly only have my favourite music on it and not my whole media library. Same with apps and games.

What would your advice be?

Not everyone needs the most storage space available.
16 GB is suited for hundreds of songs, a couple of movies, tens of apps and games. If you find yourself happy with the 16 GB, there is no need to upgrade.
You should consider upgrading if you plan on having multiple hd videos on your phone, as well as large games or a whole music library. If you're fine managing your content and keeping the device clean, again, why upgrade? :)
 
32GB will provide you with more freedom should you choose to take it. Also, iOS7 takes up more space than previous OSs. With the increased capabilities of the 5S you will also see apps growing in size, if you want to future proof your iPhone i would recommend the 32GB model.
