Need budget app recommendation

Here is what I want:
- set up a monthly budget with recurring entries
- entries w/ categories
- ability to set a budget on categories
- not need access to my bank account or require web account
- < $5

Not having an "income" section would also be nice. Thank you macrumors forum members.
