Need El Capitan or Earlier OS X with MBAir 2018

I need a bootable OS X for my MacBook Pro Early 2009 13" but have already installed a new SSD. The old HD was wiped clean so I don't have a bootable version currently.

I only have a USB but cannot get the PKG. to install on my newer 2018 MacBook Air in order to upload it to my USB to then install on my new SSD MBP 2009.

Does anyone have a link that I could use in order to install or transfer the PKG. so that I can do a terminal run to get it onto a USB drive?
