Need help creating an allow list in growl.

I want to prementally allow something in growl but it says I need some sort of folder. Where do I create this does anyone know?
Sorry the program I want to allow is something in "Peer Guardian.."
When using a firefox I want to permentally allow some things that it's blocking but I need a certain folder
