Iv been trying to re size the image below in photoshop to 640x960 but not having luck

They have a version for iphone but for the older model, I wanted to get the max resolution. They also adjusted or cropped the picture to look better on the iphone.
When I re size the image it only lets me change the height or width not both without changing the other. Someone posted to adjust height than use marquee tool and put in fixed size of 640 by 960 but this just highlighted the whole picture.
Can anyone give me some more info on doing this myself or resize and post it back on here if you know how to do it.
