Need help figuring out a solution

I have at&t's unlimited direct tv data plan. I use at least 14 gb a month. I have a t mobile iPad and carry it around a lot for my kids to use and as a hot spot. I would prefer a smaller device though...like and iPhone SE. Is there anyway to do just data in an iPhone or some other smart phone...(android included)? I don't have a need to pay for talk on another phone. I like the data plan I have with t mobile. I know I can get just a hot spot but I also like having a device my kids can use when we are out.
