Today AT&T send this estimated 1st month bill to me.

Can someone tell me what do those mean:
- Regulatory Cost Recovery Charge
- Federal Universal Service Fund
- State Universal Service Fund
- Other AT&T Surcharges
- State and Local Tax (How come it's higher than California's local tax which is 8.75%)
- 911 Fee

And which one of them will reappear on my 2nd month's bill?

They will all appear on your next month's bill and on every single bill thereafter. Those are the "cell phone taxes" that you have to pay. The number listed is just an estimate though, it could be lower depending on where your area code is located but if it's Florida, Illinois, Washington or New York, expect to possibly pay more.

If your area code is in one of the high-cost metropolitan areas, you will be paying more than just the local tax rate. The local fees are charged by area code, NOT by where you currently live.

Welcome to the world of taxes and fees.

It's almost as bad with cable bills, too.
