Need help w/ 1 small issue after re-install of OS

So after about a year and a half of having my MBA I decided to do a fresh install of OS X 10.6. After getting everything set up I only find one minor issue. Before, when I would double click on the top of any app it would minimize the app. Now it does nothing. Is this a setting I have to change? I can't find it if it is. Thank you for the help!
