Need help with Jaguar and Admin Account

So there's only two people with accounts on my iMac (running Jaguar) - me and the wife and I'm the Admin. When I'm logged into my account and I go to system prefs, I don't see the 'Accounts' tab - I only see 'My Account' and I can't edit it. Yet, when I log into my wife's account I can see the 'Accounts' tab and from there I can edit my account and add new users and so forth. I can do none of this from my own account.

Am I missing something? Why can't I do this from my own (administrator) account?
