Need help trying to get mms, i get data and facetime but cant seem to get mms. Sending or receive

Go to settings/ Messages and check to see if you have MMS Messaging off?

MMS messaging is on already

I dont have cellular data network poping up on my phone to even do the first one and for the second in cydia, tetherme, it cost to use that
