I just bought a Mac mini M4 and I'm using an old Startech dock I already had, this one specifically.

I'm connecting a USB sound interface, keyboard/mouse, a DisplayPort monitor and a USB-C pen display (Huion Kavas 13).

Everything works great, but when I power off/restart, the pen display stops working. The only way I've found to get it to work again is to unplug the Mac Mini and the pen display from the dock, and change the connections so I connect the Mac Mini in the port where the pen display was connected and vice versa. Next power cycle, I have to do the change again.

Any idea why this can be happening and how to prevent it? It is quite annoying, more so as it was my intention to leave the dock in a hidden/not very accessible place.
 
Since everything seems to work EXCEPT the pen display, have you tried connecting the pen display DIRECTLY to the Mini?

If it works, use it that way.

Use what works for you. Don't waste your time trying to use what doesn't.
 
The pen display works fine directly connected to the Mac mini, but it will be more convenient for me to connect it to the dock.

Once again, "Mac Rule Number 2" applies here.

If existing cable lenth is a problem, buy a longer cable.

Is there a driver or extension associated with the pen?
 
For the pen part, yes, for the display part, no, it is a standard USB-C Alt Mode display.
