Need help working with MP3 files

I have a storm sound effect mp3 and I also have the part from Wizard of Oz where the witch is flying through the air. I want to combine the two so that the storm is going on and then we hear the flying witch part (while the storm is going on). Is my best shot using Garageband to do this or is there a different way I could go about it?
