ok,
so I have paid my $99, registered my ipads udid and went to download the beta after all the problems in the last week or so, but I still just get the downtime message, can anyone help if possible?

Is a status page. You can download from https://developer.apple.com/devcenter/ios/

Works fine.

I'm not sure what to tell you. The links work fine.

You have to wait a certain amount of time for them to approve your developer license. It isn't instant.

That's true, I should have asked when he registered.

I registered on July 18, so surely long enough ago for it to work.

True. It's really weird you get that error. It's like it is cached someplace. The site is up and you should be able to log in. I can't explain why you can't. Sorry.

If so use it, or call them.

Interesting. Then I guess it is not an isolated instance. I wonder if they can log into the bug reporter and report it.
