Need ipcc for ios7

Since I updated to iOS 7 I lost the possibility to force my phone to stay on the 2g network. In my area I have no LTE and poor 3G coverage. I need the new 14.5.2 ipcc from iOS 7 to edit it and put the 3G toggle back instead of the useless LTE.
How can I extract it or where can I find it for my network( orange Romania )?
