Need software to recommend a budget and track expensives

I made a decision to make a budget and follow it this year. I heard about mint.com as a way to tack expenses. However, mint doesn't tell you what your budget should be based on my new income next year.

I need a way to do web based, iPhone, mac, and possibly PC compatible tracking and entering of budget.

If needed will sacrafice pc compatible software (but if it is easier to just do it online that would be great)
