Need some clarity on restoring IPSW

I have an iPhone 5 with 6.1.2. installed right now. I want to do a clean restore back to 6.1.2 (the same firmware).

Can this be done?

p.s. I do not have blobs saved, and even if I did, from what I understood they are no good.

It cannot be done. If you were to do a restore, you would have to update to 6.1.3.
