Here's the deal:

I need to know which is the best, easiest CAD program that will run on a Mac (OS X) without having to run Windows, and that also saves files compatible with AUTOCAD 2004 LT for Windows.\

HighDesign. I use it and don't have any trouble accessing my older drawings created when I was unfortunate to be using Windows. I also don't have any trouble reading and creating dwgs/dxf with it all the way up to version 2007. It is considered professional level software and so is not cheap but I think it is well worth the money.

You could try QCad which is a little quirky but rock solid for dxf support, excellent value for money as well. This is my system of choice on my Linux computer. :)
