Need to jailbreak and unlock 2g 3.1.3

The catch is that the phone doesn't turn off. everytime it is turned off, it reboots. I tried to run redsn0w and it got all the way to the end and wouldn't turn off for the reboot. I restored the phone not knowing it was incapable of turning off and redsn0w doesn't seem to be working.

any ideas?

it also needs to be unlocked and although i know how to do that, keep that in mind!
