On my tv, the internal app correctly shows 2084 and 3375 in those boxes. However, with the ATV 4K, Netflix shows those boxes as pure white with nothing inside the boxes.

It's a issue with Netflix. For some reason with Season 4, episode 4 of HDR Test Patterns, Netflix is incorrectly sending that pattern as SDR to the ATV, while it is sending it correctly to the tv's app.
