So, after searching and finding nothing, we find ourselves here.

I was wondering if anybody had any information on a Cydia tweak or hack to make the Netflix app only pull the SD version, and not the HD version. My 3GS data usage wasn't really a problem when I streamed episodes of a show on Netflix, but now with the 4S it likes burning through my data allowance rather quickly. What I'm looking for would be similar in functionality to 3G Unrestrictor, but just to "restrict" the app to use the lower quality version of the film to keep my data.

Anyone have any ideas?

It's possible to get to the iOS app's preference screen on the computer? Or are you talking about Safari on OS X?

I believe that works for the account. It doesn't allow to play HD content in any device when use with the account.
