Network connections manager per application?

Hey guys,
I'm trying to restrict os x from mobile me syncing when i'm tethered over my phone. My data plan is capped, and I don't want it syncing tons of data while I'm on per-mb limits. Additionally, there might be times i'm on a network, but want certain applications to use the network while others use the tethered connection (for example, hulu is blocked at my college, so if I could get Chrome to only use my EN2 connection and not EN1, mobile me to use EN1 only)
