network problem

I use 10.9, and when I create a network with my airport or when others do. I join the network from the airport menu, or they join mine. however when I try to find them in the network shortcut they are not there. They can see me and look at my HD, it use to work fine any idears why this has stopped?

Sounds like maybe the other perosn has 'personal file sharing' switched off in the Sharing preference pane of system preferneces?
