Networking setting for PC to iPod

Hi all, I just got my ipod touch this week, and follow winscp instruction exactly, but still got the "connection timed out" message.

Is it presumed that the computer also has to be using wifi as well? because my computer is on LAN and i try connecting it to the wifi router and still does not work.
