Don't see anyone else mentioning this...

I doubt Apple would post a full install 6.8GB image and then another when it goes GM later. I think both Client and Server have gone GM and are on their way to manufacturing. Looks like Apple will end-of-life the existing DVDs of Server replacing them with 9D28. This is because of significant improvements made to the upgrade process from 10.4.11 servers.

Client looks like it could be 9D29. I don't know if Apple will replace the 10.5.1 (9B21) DVD. No full install image posted for Client at time of writing.
 
IMHO this build is already too old for it to be the final release candidate.

IIRC an older build was also available as *full* dmg, too.

But, it does show that 10.5.3 is the first real stable build to Leopard Server... ;)
Let's hope the Retail Leopard Server DVD is 10.5.3.
