You're right - Apple confused me to. I forgot they added 128 GB options before, but now they're appearing with "new" tags on them on the store.

I don't think I've seen the 128GB version in the refurb section yet, though.

I am perfectly happy with my iPad 3.. but I need more space. That's the only reason I will get the iPad 5. I would even consider a refurb iPad 4.

That is a press release from 2013/01/29 according to the URL. When it was published, it was a new model.

Yes, but the confusion is that the Apple Store is showing a New badge on the 128GB iPads.
