I want to add my son to my individual account making a Family Plan.

Can I buy a new 3G S for him to add to my plan and then use the 3G S for me and give him my phone?

Yes.

That is exactly what I did this morning. The guy at the Apple Store actually did it for me.

I have 3G.
Bought 3GS "for" my wife.

They activated the 3GS for her (under to normal individual account).
They then swapped Sim cards--my Sim from 3G into 3GS, her Sim from 3GS into 3G.
They then reactivated both phones through iTunes....essentially just reconnecting the phone to iTunes.
Done in the store.

At home/work, you can then "restore" your new 3GS from your previous 3G backup.
You can also then restore your previous 3G (now your son's) in iTunes using the option at the main iPhone page. This brings it back to factory settings. Then set the 3G up as if it was a new phone in iTunes.

You then need to call ATT to have your son's phone added to your account/family plan.

The process may vary a bit, but this worked well for me this morning.
