iPhone 6(S)/Plus new apple account + totally resetted iphone : NO imessage NO facetime : green messages

- I reset an iPhone to as-new condition
- I created a new Apple account on the Apple website
iMessage and FaceTime won't activate

The messages are green

I waited 3 days. Still green
Where am I going wrong?
