Hello, I have a family member that I’m trying to help set up their new MacBook Air M4 and they are a first time Apple product owner. I was walking them through the process over the phone and when they tried to create their Apple ID, it wouldn’t let them and kept telling them cannot be created at this time. They proceeded to set up everything else and then get to actually using the computer. We tried looking at some videos online over the phone to follow along and troubleshoot but didn’t have any luck. Does anyone have any idea why it’s not allowing them to create an Apple ID?

If you haven't already fixed it, two things to be sure of:
1. You are trying to do it over a secure wifi network. Not a public network for instance
2. Make sure the date, time and correct time zone are set up for the machine. You should also make sure set date and time automatically is on.
You can also try it from Safari.
