im gonna give my dad my ipod touch, I paid for the new apps, is there anyway I can transfer the license to his itunes account?

From what I have seen, and having bought the upgrade myself, the 'January Software Upgrade' is not tied to a specify account regarding the ability to sync the applications to a device.

As long as the .ipa file is located in either of these directories:

~/Program Files/iTunes/Mobile Applications/

~/Library/iTunes/Mobile Applications/

Then itunes will sync the upgrade to whatever device is plugged in, as long as you are signed in on the iTunes account you bought the upgrade with.

can find the ipa file, this is weird
 
thats because its located at C:\Documents and Settings\*user*\Application Data\Apple Computer\iTunes\Mobile Applications\

also if you plug the iPod into a computer that is signed into another iTunes account, it won't wipe the apps off the iPod, but if you decide to restore it you will need that .ipa file and you will need to be signed into the iTunes account that bought the App pack.
