I traded my AW Series 8 for a 9 and set the watch up as new. With the new watch, my exercise goal only moves when I am on a workout. Exercise goal will not move when I’m moving around, during the course of the day. I never had this problem with my AW Series 8 or with my Ultra 1.
 
Is it still behaving that way?

Have you been as active as you were before? Is it temporarily so busy still setting up (even as new) that it's ignoring exercise? Or, has Apple changed the algorithm?

I know our exercise rings (SE, 7) move only a little during the day unless we are vigorously active — or, as expected, initiate a workout…

Hope others chime in.

It is still acting that way on my AW 9. When I wear my ultra 1, it works fine. My exercise goal moves regularly during the course of the day. It just won’t move when I wear my AW 9. I’m not any less active when I wear one watch over another.
 
My experience with the exercise ring moving when I'm not doing a workout on the series 9 seems unchanged from my old series 5. Meaning that I'll get credited exercise minutes while walking briskly, but not when window shopping or walking a dog that stops every few feet to sniff the flowers.

That was my experience with previous Apple Watches and with my Ultra. It just isn’t working with the new 9.
 
My series 8 has also stopped moving with anything that's not set up for exercise. It used to take my walking around and ad that into exercise, but no longer.
 
That's not good at all! Sounds like a problem with Watch OS 10. (I'm assuming that's the common denominator here.)

I'd recommend letting Apple know directly, both by calling support and submitting formal feedback.
