Has anyone noticed a change in the old "call failed" to now its "the caller you are trying to each is unavailable...blah blah blah"?

That isn't a change. The first is a sound produced by the iPhone when it is not able to contact the carrier's telecom system to place a call. The second is what happens when the iPhone is able to place the call, but the receiver of the call is not able to be reached and is generated by the carrier.
Hmm interesting, it used to be the "call failed" then one day the message appeared. I always thought the call failed was when someone was on the line since I could make other outgoing calls.
