I've been using the newest version of Garageband for a few months. Out of the blue a window pops up saying there is new content for Garageband would I like to download it. Is this something that came out? My current version of Garageband is 10.0.3.
 
I'm downloading the additional content now - what I saw was the 17 drum kits that are greyed out in GB but are available in Mainstage 3. There might be some additional instruments too but I'll have to wait to check for sure.

More for no additional cost is good!

It's just weird that I haven't purchased MainStage or anything new for that matter. It just popped up and I downloaded it.

So it's the 17 drum kits that became available for GB 10 users?

It was the 17 drum kits, and there were other items downloaded across the breadth of instruments, from bass to pianos (like the "Bright Suitcase" under Vintage Electric Piano, one of my favorites). Every single instrument that was greyed out in GB before the download is now available - time to play. Literally!
