I have been trying to download this new version but have not been able to do so. Is it available to Canadian purchasers? If so, specifically, what does one do to get it? It's not in my app store and clicking on the ad site gives an error message.

Yup it sucks. The old version 3.0 that you paid 2.99 for is being discontinued on 8/1. The new version, 4.0 requires you to log in with your espy ID and pay an additional 4.99. You can read all about it on the iTunes store. There's a lot of people there as frustrated as I am.
